It was the same for Jira Product Discovery when that first rolled out. And now that sandboxes are supported for it, it's only available for the premium plan... 🤬

I think it has to do with the service collection rollout status. Perhaps in sandbox you can elect to “add an app” for CSM, if the option is available

we get five free sandboxes on enterprise. five. for up to 150 sites and that is the intended solution to implement DEV, QA, STG, PROD staging. ¯\\\_(ツ)\_/¯
